Area Construction Engineer (Resident Engineer)

Summit Design and Engineering, one of the fastest growing companies in the Triangle area, is seeking a full-time Resident Engineer/Area Construction Engineer to work at a variety of potential locations in the VDOT Lynchburg District .  We are looking for someone who is a self-starter with attention to detail, extremely accurate and a quick learner.

Responsibilities:

• To lead and guide Construction Managers, inspection staff, and other project staff in administering construction and maintenance contracts.
• To apply advanced engineering planning and project scheduling priciples to a variety of complex projects.
• To conduct constructability and bid ability reviews and cost schedule analysis.
• To develop and review contract language to meet agency needs.
• To ovesee multiple projects.
• To interpret contracts, plans, and specs and resolve disputes in a timely manner.
• To research, identify, and implement solutions for construction problems on a program-wide basis.
• Review and approve work often regarding more complex or unique issues. May have approval authority.
• Communicate major and/or complex situations and actions to project stakeholders.
• Serve as a technical resource in developing response to the media.
• Review and approve complex written reports and unique issues and ensures effective articulation of written conclusions.
• Ensure that rules and regulations are interpreted correctly, internal and external to the organization.
• Manage staff, including delegate and assign work, evaluate performance and handle employee relation issues and disciplinary actions.

Skills and Qualifications:

• Bachelor's degree in Civil Engineering and 10 years direct experience in managing complex transportation construction projects.
• Professional Engineer license required; Virginia PE preferred
• Comprehensive knowledge of transportation engineering construction principles/practices.
• Quality assurance and control methods Civil engineering and regulatory/legal constraints.
• Proficient in delivering complex highway/transportation projects.
• Excellent communication skills both verbal and written.
• Leading construction/engineering staff and implementing change management.
• Proficient task and time management.
• Prior management or supervisory experience.
• Effective collaboration skills.
• Proactive and innovative problem resolution skills.
• Valid Driver's license with good driving record and ability to drive.
• Must be able to walk over rough and uneven terrain and be able to stand up to 12 hours a day on occasion. 
• Must have the ability to bend, stoop, kneel and twist, use hands to grasp and arms to reach, to raise hands above head, to sit, climb and balance and to work in confined spaces and heights with adequate vision to perform tasks.
• Must be able to lift and carry up-to 50 pounds, on occasion.
• Ability to work outside in various weather conditions.
• Willing to work nights and weekends as needed.
