Grant Manager/Community Development Specialist

Summit Design and Engineering Services is seeking a Grant Manager/Community Development Specialist. The grant manager will seek and manage grant-funded projects in conjunction with localities (primarily but not limited to Community Development Block Grant funded) and assist with other projects and tasks, as needed. The grant manager will join our Planning Team and work from our Richmond office.


Responsibilities:

  • Work with local communities to discover, research, and conduct preliminary analysis and planning of viable grant-funded projects based on available local staff and financial resources and state and federal grant funding.
  • Complete the majority of grant-related tasks throughout the entirety of a project, including project planning, grant application preparation implementation, and project closeout.
  • Conduct public meetings and stakeholder participation processes, including identifying meeting venues or securing appropriate digital format.
  • Ensure new projects are in line with department goals and integrated with other Summit departments.
  • Understand that project budgets are important to the locality and the company and ensure projects are delivered within budget and on time
  • Conduct field work necessary to determine low/moderate incomes, including in-person interviews, door-to-door surveys, follow-ups by phone and in writing.
  • Research and analyze demographic, socioeconomic, survey, and other data to support grant application and reporting requirements.
  • Identify the local, state, and federal grants, incentives, and financing that can be applied to the identified community needs.
  • Maintain relationships with client localities after the completion of grant cycle in order to monitor progress and communicate with other Summit departments about the potential for future work.
  • Work with locality staff to disseminate stakeholder surveys and other project-related materials to project stakeholders.
  • Work with other staff to ensure that appropriate meeting materials are prepared in a timely manner for public meetings
  • Participate in public meetings, including greeting stakeholders, recording notes and other input and summarizing responses.

Other Duties:

  • Research best practices and state-of-the-industry approaches to public participation including process equity and adoption of new technology.
  • Research and stay up to date regarding current grant opportunities and tax incentive programs in order to best assist our clients with developing effective and cost-efficient programs and projects to serve their residents.
  • Assist with other projects, as needed.

Required Skills and Qualifications:

  • 5+ years of experience in project planning and management.
  • Effective written and verbal communication and presentation skills
  • Ability to maintain and build strong relationships.
  • Strong collaboration and research skills.
  • Ability to work independently as well as on a team.
  • Excellent time management skills and ability to prioritize tasks appropriately.
  • Ability to develop a customized approach to each grant application, or other project; to determine, research, compile, and analyze the data needed to assist project proponents with their decision-making; and to communicate in writing and verbally the import of the data as related to the purpose and goals of a project.
  • Ability to exercise the physical capacity commensurate with the demands of the position including, but not limited to, bending and kneeling, grasping and reaching, walking associated with touring and reviewing existing community and building conditions, and having adequate vision as corrected.
  • Proficient in using a computer, Microsoft Office software, and file sharing programs, with a particular emphasis on the use of Microsoft Excel.
  • Ability to travel (25% - 40% of time currently within VA and NC).
  • Ability to participate in evening and or weekend work as needed
  • Must have a valid driver's license, ability to drive and an acceptable motor vehicle record.
  • Ability to work in the Richmond office, and in locality offices.
