Planner II

Summit Design and Engineering Services is seeking a Planner II - Comprehensive and Feasibility Planner who will serve as a project planner and project manager for future- oriented planning projects including Comprehensive Plans and prepare Feasibility Studies for adaptive reuse and new construction projects and Economic Development Studies and Strategies. The Comprehensive and Feasibility Planner must be able to establish strong working relationships with locality staff and elected leaders, and as needed, their constituents.

Responsibilities:

  • Comprehensive Planning
    • Research, compile, and present (in writing and in person) the demographics and other community and economic data as needed to inform and develop future plans.
    • Perform land use surveys and surveys of other planning factors and assist the Planning Department's GIS technician in developing the required Comprehensive Plan maps.
    • Develop a community engagement plan, prepare and assist with the logistics of community surveys (online and on paper) and lead input sessions for community residents, stakeholders, and elected/appointed leadership.
    • Lead brainstorming sessions and assist local leadership in developing clear and precise policies, goals, and strategies for consideration by the local planning commission and governing body.
    • Work with local engineers and Summit engineers to assemble a preliminary Capital Improvement Plan in support of the policies, goals, and strategies that have moved to the forefront in the Comprehensive Planning process.
  • Feasibility Studies
    • Research, compile, and present (in writing and in person) the demographics, psychographics, drive-times, competing markets, and local market conditions in order to determine the market area, market potential, demand, and price points for a project.
    • Based on the market analysis and physical constraints of the existing or planned building, determine the most viable uses for the facility and the amount of space required for the determined use(s).
    • Conduct a general building survey of any existing building to be adaptively reused and take measurement as might be needed for creating an "as built" drawing.
    • Work with project architect to develop a plan of physical improvements in keeping with the overall goals for the project and the determined uses.
    • Work with project architect, develop a budget for constructing and equipping the planned adaptive reuse or new building including sources of potential funding appropriate to the project.
    • Develop an operational pro forma for up to a 5-year term that includes staffing, utilities, maintenance, insurance, and other costs and the revenue sources, including user fees and annual fundraising, necessary to support the project's ongoing operation.
  • Economic Development Studies and Strategies
    • Prepare Economic Development Studies and Strategies by researching Demographic/Market/Economic data, market conditions and trends
    • Research and compile data that indicate the economic impact of a project, the anticipated tax revenue that may flow from a project, and the cost of local government services associated with the existence and/or ongoing operation of a project.
  • Other Duties
    • Work with other Planning Department staff with community engagement, field work related to assembly of project maps, data research, and other duties as required in support of their work.
    • Assist with and engage in recruiting new clients, building client relationships, and preparing proposals for submittal in response to RFP's and RFQ's.

Minimum Skills and Qualifications:

  • Bachelor's Degree in Urban Studies or a similar field.
  • 2+ years of experience in Comprehensive Planning, Economic Development Planning, and/or Feasibility Studies.
  • Excellent written and verbal communications skills.
  • Ability to maintain and build strong relationships.
  • Strong collaboration and research skills.
  • Ability to work independently as well as on a team.
  • Ability to tour and review existing community and building conditions and have adequate vision as corrected. Ability to carry posters, easels and other items needed for public meetings.
  • Proficient in using a computer, Microsoft Office software, and file sharing programs, with a particular emphasis on the use of Microsoft Excel.
  • Ability to travel (25% - 40% of time currently within VA and NC).
  • Must have a valid driver's license and an acceptable motor vehicle record.
