Rehabilitation Specialist

Summit Design and Engineering Services is seeking a self-motivated person to serve as a Rehabilitation Specialist working from our Planning Department based in our Richmond, VA office.  The position will involve extensive travel and much of the work will be accomplished by operating out of a home-based office. 

Responsibilities:

  • Conduct pre- and post-inspections for homes selected and qualified for rehabilitation under HUD and FEMA grants per the federally defined Housing Quality Standards.
  • Coordinate other required supplemental inspections (lead, asbestos, electrical, chimney, etc.).
  • Develop master specifications, work write-ups, cost estimates, and bid packages for rehabilitation projects; maintain relationships with the contractor pool; conduct pre-bid meetings; tabulate bids; and recommend final contractor selection.
  • Manage construction through progress monitoring and regular inspections; approving contractor pay requests; negotiating change orders; certifying completion of construction with the local building inspector; securing all required contractor paperwork; and preparing status reports.
  • Provide additional support by assisting with securing rehabilitation applications and related data; attending project management team meetings; meeting with impacted homeowners and tenants; providing Home Maintenance Education where required; and providing all required paperwork for the project files and compliance documentation.

Required Skills and Qualifications:

  • A minimum of an Associate or Technical Degree in a construction-related field.
  • A minimum of five years of experience in residential housing rehabilitation or construction, including one year of experience in estimating construction costs.
  • Knowledge of modern building practices and materials; the International Building Code and/or a statewide building code; and building plans and specifications.
  • Ability to establish and maintain cooperative relationships with homeowners, tenants, contractors, local government officials and staff, and the general public.
  • Capable of exercising physical capacity commensurate with the demands of the position including, but not limited to, bending and kneeling, grasping and reaching, working in confined spaces and at heights, lifting up to 50 pounds, and having adequate vision as corrected,
  • Proficient in using a digital camera, computer, Microsoft Office software, and file sharing programs.
  • Must have a valid driver's license and an acceptable motor vehicle record.
  • Ability to travel 60% of the time.

Preferred Skills and Qualifications:

  • Certification as a building/home inspector.
  • Certification in Lead Safe Work Practices, OSHA 10, OSHA Mold Inspector, and Residential Building Energy Analyst.
