TRANSPORTATION PLANNER

Summit Design and Engineering Services is seeking a qualified individual(s) to lead and assist with project planning activities and environmental studies for a wide range of transportation improvement projects, including roadway/highway, municipal street, and pedestrian facilities (sidewalks, greenways, multi-use trails).  The position will work as part of our Infrastructure Engineering Branch in our Raleigh and/or Hillsborough offices.  Experience with projects subject to Federal Highway Administration and state Department of Transportation project development procedures is preferred.  Knowledge of National Environmental Policy Act (NEPA) compliance requirements and NEPA Merger processes is also preferred.

Responsibilities and Duties:

  • Lead and assist with project planning, development and management activities for transportation improvement projects.
  • Prepare and review environmental documents in accordance with NEPA requirements, including Categorical Exclusions, Environmental Assessments, and Environmental Impact Statements.
  • Perform and contribute to community study activities; prepare Community Impact Assessments and Cumulative and Indirect Effects Reports
  • Prepare feasibility studies and corridor studies.
  • Develop and organize planning studies and technical reports in a timely and concise manner.
  • Lead and participate in various project planning meetings, including project scoping, public hearings, informational workshops, stakeholder coordination, and NEPA Merger meetings.
  • Coordinate directly with FHWA, state DOT, local governments, and stakeholders (property owners, residences, businesses, etc.) as needed to insure comprehensive project development.
  • Coordinate directly with resource agencies (USACOE, NCDENR, CAMA, etc.) on environmental considerations and permitting requirements.

Qualifications:

  • Minimum educational and experience requirements includes a Bachelor's Degree in planning, engineering or related field and 3-5 years of progressive transportation planning or engineering experience.
  • Knowledge of procedures and protocols for transportation planning, research, data collection and analysis for the development of transportation improvement projects.
  • Knowledge of federal, state and local programs related to transportation planning. Knowledge and familiarity in coordinating with FHWA and NCDOT is preferred.
  • Experience with NEPA protocols and compliance requirements and the NEPA Merger process.
  • Knowledge of natural environment and human environment impacts, required studies and effective mitigation strategies.
  • Strong organizational, technical writing, communication and interpersonal relationship skills are required.
